Some sources list Fukuoka’s official tree as Rhododendron tsutsui, but it isn’t clear what Rhododendron tsutsui is. Tsutsui appears to be a subgenus.

Until someone clarifies this, I’m listing Fukuoka’s prefectural tree as a simple “azalea,” a popular choice in Japan and elsewhere.
